This is a Sling Psychometer : Dampen the cotton on one thermometer, then spin the apparatus a number of times. Read the different temps and find the relative humidity using the humidity chart. The thermometer with cotton will have a lower temperature due to evaporation. How much lower depends on the humidity in the air,
